  11. ANSWER:        NET$MSG.SYS is a file that is created just like the
  12.                binderies when the system is first brought up and it is open
  13.                all the time.  It is a "scratch pad" file.  It will be
  14.                created by the system if it is not present.

  17.                do any other open file (such as the binderies).
